John Turney, former general counsel to the Texas Air Control Board, has practiced administrative and environmental law for over 30 years. He currently represents regulated companies in a variety of environmental and administrative matters before the Texas Commission on Environmental Quality (TCEQ) as well as other regulatory agencies.

Throughout his practice, John Turney has dealt with legal questions regarding environmental requirements and the scope of regulatory authority. In 1993, John successfully defended a livestock operator in a landmark case in which the Texas Supreme Court first considered the state’s authority to regulate such operators under the Texas Clean Air Act. John’s extensive experience in regulatory matters makes him uniquely qualified to serve clients before state regulatory agencies.

Environmental regulation has become increasingly pervasive and complex, and businesses recognize now more than ever the important role they play in contributing to environmental protection. These businesses often call upon John for assistance and counsel regarding compliance and permitting matters.

John contributes to his profession through his membership to the Austin Bar Association and State Bar of Texas environmental sections. From 1990-1991, John served as Chairman of the Environmental and Natural Resources Section of the State Bar of Texas. John has also served for over a decade as editor of a column entitled, “Recent Developments in Air Quality” column editor for the Environmental Law Journal.

John’s environmental and administrative practice is held in the highest esteem by his peers. He holds an AV rating by Martindale-Hubbell, which reflects the confidential opinions of members of the Bar and Judiciary. The AV rating is an objective standard which reflects an attorney’s superior ethics in addition to exceptional professional experience. John attended Texas A&M University, where he received a Bachelor of Arts degree in English. In 1971, he earned his law degree from the University of Texas.
